This is a delightfully bizarre little scenario. The consensus seems to be that Japanese Cartoon is a side project of Lupe Fiasco. However the “band” is keen to let us all know that the singer is actually someone by the name of Percival Fats. Although they admit Lupe is their producer. Got that?
It seems pretty likely it is Mr Fiasco, but the interesting thing for UK fans of his music is the accent he employs.

Listen to the marvellous “Heirplanes”, and you’ll see what I mean:

‘Ello Mary! OK, I imagine if this stuff gets decent exposure the Dick Van Dyke/Mary Poppins references will come think and fast, so that’s my first and last.
Whatever you think of “Percival”‘s attempt at a Brit-punk accent, you have to admit it’s an interesting move. After innumerable years of British acts faking US accents, and a trend in the last few years for American rock types to affect English timbres, this must be the first (apparently straight-faced) attempt by a rapper to switch sides.
OK, he’s not really rapping on “Heirplanes”, but that just adds another layer of intrigue to the whole affair, no?
